I think we should have a criminal database and record for people who are caught doing crime or are reported doing crime. The Japanese Federation Officer would have to file a report on a criminal. It's not required though a Character can bribe the Officer not to report them. I think It would be a cool idea to keep record of criminals. Of course you can't stalk the character without reason or metagame this. We could also put a Most Suspicious for characters who had have an extreme amount of reports, kind of like a ranking for that character to be proud of? Nevertheless I think it would be cool but it might take long so I would recommend putting a format. If this is accepted I suggest this format. I would suggest we put this in the Japanese Federation category.
